Every year, MLI publishes its choice for policy amker of the year. While we are Ottawa-based and focused, that does not mean that we always choose an Ottawa figure (one year we chose Xi Jinping, for example) or even a person (another year our choice was the Supreme Court of Canada, which rumour has it mightily annoyed a judge or two). The key to our choice is always the person or institution that has had the greates effect on public policy, for good or ill.
