Think tanks, universities and thought leadership in Canada

While universities have traditionally been seen as the chief generators of new ideas in the world of public policy, increasingly they are being overtaken by think tanks, a relatively new kind of institution. What explains the relative decline of universities as a useful source of inspiration for government policy, and the rise of think tanks as influential voices throughout the industrialized world? Can universities slow or even reverse this decline? Should they even care?
